USTR Initiates Section 301 Investigations on Forced Labor Practices – No Immediate Trade Impact

The Office of the United States Trade Representative (USTR) has initiated Section 301 investigations involving approximately 60 trading partners to evaluate whether foreign government policies or practices related to forced labor may be unreasonable or discriminatory and burden U.S. commerce.

At this stage, this action represents the beginning of an investigative process only. No tariffs, duty changes, or new compliance requirements have been announced.

The investigations will examine whether foreign governments have failed to impose and effectively enforce a ban on the importation of goods produced with forced labor into their markets. If USTR determines that certain practices are actionable under Section 301 of the Trade Act of 1974, the agency could propose trade remedies in the future, including tariffs or other trade restrictions.

The investigation spans a broad group of approximately 60 economies, including major U.S. trading partners and allies such as Canada, the European Union, the United Kingdom, Australia, Japan, and South Korea, as well as other key trading partners including China, India, Mexico, and Vietnam. The broad inclusion of both allies and competitors highlights the wide scope of the investigation.
